It only remains for me therefore to Explain to you, with reference to the Deep Bay matter under Consideration, that you would appear to have erroneously assumed that a portion of the Chinese Indemnity may be applied to defray the Expense of the buildings contemplated.
That expense Can only be provided for under the Sanction of Parliament out of Such Revenue as may be raised in the Colony, or out of the Sums that may be granted by Parliament in Aid of that Revenue.
